Stationary Source Emissions - Quality Assurance of Automated Measuring Systems (AMS)
Aim:
The standard is used to prove that the total uncertainty of the results obtained from the AMS meet the specification for uncertainty stated in the applicable EU directives.
Implementation:
Waste Incineration Directive sites (WID) from Dec 2005 to 2006 Large Combustion Plant Directive sites (LCPD) by Jan 2008.

3 Quality Assurance Levels (QALs):
QAL 1
Prior or during the AMS purchasing period - Equipment Manufacturers
Evaluation of the suitable measurement procedure, with a required measurement uncertainty, in accordance to EN ISO 14956.
Calibration Gas Mixture Requirements for QAL1:
Non ISO17025 required, however calibration gas standards must be stable and have an uncertainty of +/-2%
New CEN standard under development, prEN15267-3 – Certification of AMS-Part 3
QAL 2
Validation of the AMS - Test Houses
At least every 5 years for each AMS on site, or after a major change in plant operation or failure/repair of the AMS, conducted by Test Houses accredited to the ISO EN/IEC 17025 MCerts performance standard.
Calibration Gas Mixture Requirements for QAL2:
ISO17025 certified calibration gases.
QAL 3
Maintain and demonstrate the quality of the measurement - Process Ops
Weekly checking that the zero and span characteristics are consistent with those determined in the QAL1
Calibration Gas Mixture Requirements for QAL3:
Non ISO17025 required, however calibration gas standards must be stable and have an uncertainty +/-2%
AST (Annual Surveillance Test)
Performance of the AMS is still valid and the calibration function remains as previously determined - Test Houses
Every year on the anniversary of the first QAL2 for each AMS on site, conducted by Test Houses accredited to the ISO EN/IEC 17025 MCerts performance standard.
